Oh boy, that sounds frustrating.
I just watched the attached video. Is the problem that the shape tool isn't staying activated? If you click on the button and then immediately click on the map does anything happen?

As Alison suggested, try clicking the button and then clicking several points on the map to draw a polygon. The button doesn't give very useful feedback that you've "begun drawing."
