Location of "Allow Editing" button

I don't see the allow editing button on the dataset page. I see a button that allows ME to edit my dataset, but not one to allow others to edit it. It is not an option under the action items toolbar either. Am I just missing it?

   Sam,

   Is this a dataset that had ever been edited? When a new dataset is created, it is not editable. The owner of the dataset can then set it to be editable; before that time no other user will see the option to edit/add records. Once the owner has set this for a dataset, they've chosen this as the path for this dataset to be updated. Once set, other users will see the "edit" option for this dataset.

   You can tell if this was not set for your dataset when you click the edit records button the first time. You will see an "are you sure" message before going to the draft dataset page only this first time. If you do see this message, that should explain the situation you're seeing.
